How to "Fix" Flaws in This Scan of Blank Business Custom Letterhead Paper Using Inkscape
Well, not in Inkscape, but in Photoshop, you'd greyscale and increase contrast to blow away the color, then just crop the folds out and place the logo on a fresh letter layout. Then you can drop it into inkscape and vector it.
